The National Centre for Planning, Analysis and Information to Combat Organised Crime is a part of Mexico's Office of the Attorney General (PGR - Proceduria General de la Republica). It is the national agency responsible for coordinating Mexico's anti-drug strategies.

One of its key functions is to take the lead on supply reduction of illicit substances through a range of activities, and to coordinate the efforts of other law enforcement and intelligence agencies to this end. CENAPI is also active in demand reduction and drug awareness programs. It is responsible for developing national and regional programs aimed at preventing the growth and reducing the number of illicit drug crops, preventing the illicit production of controlled substances, investigating and intercepting illegal drug trafficking operations, and dealing with other crimes relating to drug production, distribution and use.

CENAPI is also responsible for collating drug-related statistics, and for liaising with other national drug authorities, such as the Drug Enforcement Administration (DEA) of the United States.

Facts and stats

  • Mexico is major transit country for illicit drugs, particularly for Cocaine entering the United States from South American producers of the drug. Heroin, Cannabis and Methamphetamine also flow through the country in substantial amounts.
  • Mexico is also a significant producer of illicit drugs in the region. In 2011 more than 7,000 hectares of Cannabis plantations were eradicated by national authorities.
  • 137 illegal drug laboratories were also dismantled that year.
  • Violence by drug gangs is a major problem in Mexico, and one which national authorities continue to struggle against. In 2011 there were an estimated 13,000 drug-related murders.
  • In 2011, six tons of Cocaine were seized in Mexico.
  • More than 900 tons of Marijuana were seized.
  • 13 tons of Methamphetamine were seized in the same year, as were 268kg of heroin.
  • More than 11,000 people were arrested on drug charges in 2011.
  • According to UN statistics, 0.08% of the population aged 15-64 used opiate drugs in 2008, compared to 5.90% in the United States.
  • 0.4% of 15-64 year olds used Cocaine in 2008 – substantially less than other nations in the North America region.
  • 1% of 12-65 year olds reportedly used Cannabis in 2008, significantly lower than both the US (13.7%) and Canada (12.6%)
  • 0.2% of 12-65 year olds had used amphetamines.
  • There were almost 39,000 cases of treatment for drug addiction in Mexico in 2009.
  • 27% of treatments were for Cocaine abuse. 21% were for Cannabis, 18% for opioids/opiates, and 18% for Amphetamines.
