Part of the Turkish Ministry of Health, the General Directorate of Pharmaceuticals and Pharmacy is the department through which the ministry discharges its duty and authority over medicinal and narcotic drugs. It has existed in a variety of forms since the 1930s. It has been known by its current title since 1982.

Under the 3rd section of the Umumi Hifissiha Act (article 6), the organisation is responsible for controlling and auditing medical drugs and vaccines, poisonous chemicals, psychoactive and narcotic drugs.

Facts and stats

  • Turkey is a key transit country for drugs (particularly heroin) flowing from Afghanistan and other countries in the region to Europe and, to a lesser extent, the US.

  • Turkey is a legal producer of opium poppies for the legitimate pharmaceutical market, but not an appreciable producer of illicit drugs.

  • In 2011, between January and September, 70kg of Methamphetamine was seized in turkey, believed to be Iranian in origin.

  • In the same period, more than 5,000kg of Heroin was seized.

  • Approximately 36,000kg of Marijuana was seized.

  • 495kg of Cocaine was seized.

  • Approximately three-quarters of a million amphetamine tablets were seized in 2011.

  • 557,000 dosage units of Ecstasy were captured by Turkish law enforcement operatives in 2011.

  • Problem drug use in the country is relatively low, and Turkey has one of the lowest rates of drug abuse in Europe. In 2008, problem drug use reportedly stood at a rate of 0.5 people per 1000 in Turkey.

  • There were however 160 drug-related deaths nationwide in 2008, and more than 46,000 drug offenses were committed. Many of the latter involved Cannabis.

  • As of 2009, more than 100,000 people had entered out-patient treatment programmes for drug and alcohol abuse countrywide.

  • The vast majority of those receiving treatment as in-patients (93%) were men.

  • The average treatment age was 28.6.

  • Approximately 57% of admissions were for Heroin addiction.

  • An estimated 26% were for cannabis, while 10% were for solvent or inhalant abuse.
